Unused Water Elementals.
Almost nothing is known about Water Elementals except that they were used in an experiment by Archmage Jabu Ibn Lani (presumed a Water Mage) of the Hand Mages before the Thief Gold mission "The Mage Towers." The key to the Tower of Water was used in some way to contain the accident, but was not strong enough to prevent the flooding of the tower, and resulted in the key being lost (and possibly also the lock of the Tower of Water being broken although no information is given about this). Similar experiments were forbidden by mutual consent of the Inner Circle and the Tower of Fire was given the key to the Central Tower in lieu of the key of the Tower of Water.[1]
DromEd contains two object models for the water elemental, but they were never used.
