Constable Tule was the Baron's nephew and worked for the Department of Public Works in the City 50 years before Garrett's time. He was in charge of the key for the Market Street power grid. He spent most of his time in pubs, and doing little actual work, annoying his superiors greatly.[1]
It is unclear whether or not Tule died during the incident in Old Quarter.

- There is a pub near Market Street power grid, which is two storey building with crayman on the first floor. There can be found the key which unlocks power grid and human bones: a skull, a ribcage, two legs and one hand. It can be noted, the the key is lying near the hand. It may be Tule himself, died at the time of the incident.
