Captain E. F. Regalio was the captain of the guards employed by the Hand Brotherhood at their Towers just outside the City. While he had worked for the Mages for quite some time, he was not happy to do work for them, and failed to find the 3 missing Elemental Tailsmans. During one search, he found the golden medallion of Saint Burringdon, which he believed selling would give him some payment for his hard work.[1]
Through he was in charge of the guards and had passed down the warning not to enter the Mage Towers, Lt. Scarle entered the Tower of Fire. The arch-mage was annoyed, but believed the charred remains could be used well in their laboratories.[2]
