Master Scribe Powl was a Keeper, and Master Scribe, during the Third Dark Age. He was also a member of the Council, long with other High ranking Keepers.
Keeper Council Meeting[]
After Interpereter Caduca's death, the Council voted on a few matters arising. The first of which was if there should be a guard added to Caduca's chamber entrance. Powl was vocally against such a matter and voted against the placing of a guard.[1]
On the Second issue, the moving of the books, he was equally outspoken in his views and said for safety, they must be moved.. However, he voted against moving them after Elder Thorsen pointed out how fragile they are and that the move may damage or destroy them.[2]

- Powl, along with Thorsen, always vote No and cannot be reached by Garrett at the start of the level. This allows the player to interfere with the outcome of the votes by knocking out the other two voters.
