Philbert is a Sheriff Bow Guard within the City Watch, stationed at Shoalsgate Station. He is only encountered during the mission Framed where he guards the staircase to the Records Hall. Upon seeing Garrett he will first press the 'alarm' button before attacking (but sometimes he will immediately start to attack).
