Narcotics is a division of the City Watch, tasked with combating the illegal smuggling, sale, and use of drugs in The City. Narcotics is usually paired with Vice, but in this case, it is probably a sub-division.
The Narcotics squad has an office in Shoalsgate Station, in the main corridor of the second floor.
Red or brown bags of Rare Spice are supposed to be bags of marijuana. Spice is smuggled in by Captain Davidson, and is valuable on the black market.[1] Two lowlifes inside the secure docks in Shipping are discussing the dying plants in The City and growing their own spice,[2] and Osterlind had difficulty with the smuggling at the docks since the Mechanists took over the building.[3]
