Harwin was a Sergeant with City Watch. He was directly opposed to Watch Officer Morgan's view on bribing petty criminals such as Blackrat, Festil and Hops for information. He cited that petty criminals were competing to turn each other in for payment, arguing that picking up such lowly criminals was easy enough. He did, however, consider the bribes, if it meant getting a serious criminal.[1]
