The gauge is an item used machinists to gauge things. It is one of the needed items in order to create a Regulating Round as part of a Guiding Beacon, but does not appear to have any other active function in-game.
This item can only be found in Soulforge Cathedral, usually in storage spaces.
Other gauges have been seen on items used by both Hammerites and Mechanist orders.
