Elsan as a scribe with the Keepers. Elsan felt that the prophecy of the Compendium of Reproach being "be borne on a Terrible Storm" meant the quarantined Abysmal Gale. These suspicions were confided to his friend Keeper Talia in letter[1].
Elsan brings this suspicion to Elder Draco, but he is rebuffed[2]
