Narcotics[]
Possession of Narcotics is illegal in The City.
Narcotics is a division, tasked with combating the illegal smuggling, sale, and use of drugs in The City. Narcotics is usually paired with Vice, but in this case, it is probably a sub-division.
Red or brown bags of Rare Spice are supposed to be bags of marijuana. Spice is smuggled in by Captain Davidson, and is valuable on the black market.[1] Two lowlifes inside the secure docks in Shipping are discussing the dying plants in The City and growing their own spice,[2] and Osterlind had difficulty with the smuggling at the docks since the Mechanists took over the building.[3]
Robbery and Homicide[]

Robbery and Homicide is a division of the City Watch. An open journal inside the office states that work recently has been slow, due to Lt. Mosley and the Warden Affairs crackdown on crime. Previously, the Watch had only arrested the thieves, but changed tactics by going after the bookkeepers and fences, who would be anxious about staying out of jail.[4]
Vice[]
The Vice unit is tasked with the investigation and arrest of people or persons involved in public order crimes. The only vice mentions so far is prostitution, namely Madame Volari's brothel, but also might cover (if paralleling real vice squads) alcohol (sale to minors), gambling, and pornography. A vice squad would cover narcotics, but the Watch has a separate division to deal with this.

An open journal reveals the frustration of trying to get a case against Volari, and the possibility that Sheriff Truart is involved (in truth, he is[5]). The officer believes that Lieutenant Mosley is the only person to trust.[6]
Warden Affairs[]
The Warden Affairs Division is tasked with the investigation and arrest of people involved with the Wardens. Though many arrest have been made, Lieutenant Hagen was concerned that the division was avoiding arresting criminals from certain Wardens, and that evidence was disappearing from the vault.[7] Sheriff Truart denies these claims, stating, he "personally investigated the matter" and "found no evidence to support [his] accusation. [Warden Affairs has] ongoing investigations on the remaining Wardens and have made steady progress. [Warden Affairs] simply don't have enough of a case yet to move against them." He attributes the missing evidence to "clerical errors". Although he did report the occurrence of several thefts from the evidence vault, he insisted that they were unrelated to the Warden Affairs. The Sheriff wanted Hagen to investigate the thefts, but to "stay away from Warden affairs" and to "discuss it with nobody, even Lieutenant Mosley".[8]

The office had noticed the theft also. One officer writes in his journal, trying to figure out who is 'robbing'[9] the evidence vault. He writes, "If it ain't us then who the hell is it?" The officer knows about Hagen's suspicions, and admits that Truart is indeed covering for the culprits, also admitting they know that Truart is not the hero he plays himself to be.[10]
Even with Hagen's concerns, and Truarts blatant corruption, a Robbery/Homicide officer says in his journal that work recently has been slow, due to Lt. Mosley and the Warden Affairs crackdown on crime. Previously, the Watch had only arrested the thieves, but changed tactics by going after the bookkeepers and fences.[11]

Warden Affairs.
The offices of the divisions could be found on the second floor of Shoalsgate Station. Robbery and Homicide office is near the waiting room and Vice is right opposite of it. Narcotics is in between Lieutenant Mosley and Truart's office. The Warden Affairs is the furthest away from the other offices trough the south-east corridor just outside Truart's office.
