As far as we know, fences only trade stolen items for cash or info., not sell equipment or goods to thieves. This is consistent across all three games. Farkus runs a store, and is not a fence. Garrett sells the Horn of Quintus to a guy who's probably a fence, and then he goes to see Farkus about some lockpicks, for instance. T3 differentiates between stores and fences, while T1/TG and T2 call stores and store owners "merchants" (which T3 further distinguishes, splitting stores and merchants into two categories).
It's a bit fanon, but Sangar is likely a fence, as an acquaintance of Garrett's willing to sell info (for 200) about a commission for masks, which Garrett will get his money back for (360 total, or 120 apiece) if he finds, and with Gervaisius hinting he knows Sangar isn't really an explorer.

- She's just a fence (connected to "the best stonecutters in The City"), and her place in the aptly-named Stonemarket has no formal title, and I don't yet know how to go about labeling these establishments that have no name, especially in a way that implies that "Store" or "Shop" isn't the name of the place, except maybe "Black Market Bertha:Shop".
