The group of human characters (that have been given a name) that do not belong to any of the religious factions {Pagans, Hammerites, Mechanists} or are Keepers or belong to the Nobility or the City Watch and also do not belong to the loose groups of Guards or Criminals.
To remove all doubt, this category should be called something like "Human characters that no not belong to any of the known groups or whose faction cannot be discerned" but this title is too long and off-putting so to keep things simple the current name is used.
