P. B. Alcius resides in a house at the end of Sootspire Road. He is a blackmailer, and has a valuable signet ring.
A hitman was contracted to assassinate him and take the ring to the Empty Noose Tavern as proof of the job.[1] It appears that Alcius may have discovered the identity of the contractor (a Mr/Mrs X) and had been using this information to his advantage.
